Matsui Foundation Leadership
The Robert T. Matsui Foundation for Public Service is governed by a board of directors:
Brian Robert Matsui, Chair & President, is the son of the late Representative Robert T. Matsui and of Representative Doris O. Matsui. He is a partner with the Washington, DC, Appellate Practice group of the law firm of Morrison & Foerster. Prior to joining the firm, Mr. Matsui clerked for the Honorable Anthony M. Kennedy of the Supreme Court of the United States, the Honorable Pamela Ann Rymer of the U.S. Court of Appeals for the Ninth Circuit, and the Honorable David F. Levi of the U.S. District Court for the Eastern District of California. Mr. Matsui is a graduate of Stanford Law School, where he graduated with distinction and was elected Order of the Coif. He served as Managing Editor of Volume 51 of the Stanford Law Review. He received his A.B. in Political Science from Stanford University.
James J. Bonham, Vice Chair, served as executive director of the Democratic Congressional Campaign Committee (DCCC) under then-chair Robert T. Matsui, and prior to that was chief of staff and communications director in Representative Matsui's congressional office. He is chair of the federal government affairs and public policy practice at Manatt, Phelps, & Phillips, LLP. Mr. Bonham received his B.A. in Political Science and Economics from Creighton University.
Karen Goldmeier Green, Secretary & Director, was counsel to Representative Matsui until 1998. Her prior government service also includes experience as an aide to the U.S. Senate Subcommittee on Aging, as counsel to the 1995 White House conference on aging, and as a law clerk to the Honorable Glenn T. Harrell, Jr., on the Maryland Court of Special Appeals. She is policy counsel at the law firm of Akin Gump Strauss Hauer & Feld LLP. Ms. Green is a graduate of the University of Maryland School of Law and received her B.S. from Cornell University.
Howard Moon, Treasurer & Director, was a legislative aide to Representative Matsui. His decade of service to the U.S. House of Representatives included a tenure as Senior Policy Advisor and Floor Assistant to then-Leader Nancy Pelosi. He is director of Global Government Affairs at Amgen, a leading biotechnology company. Mr. Moon received his B.A. in politics and public policy analysis from Pomona College in Claremont, California.
Michael L. Shenkman, Vice President & Director, was research director in Representative Matsui's congressional office. Mr. Shenkman has held appointments as a lecturer in law at Columbia Law School, a lecturer in political science at Yale University, a legislative fellow in the Judiciary Committee office of Senator Charles E. Schumer (NY), and a law clerk to the Honorable Kenneth M. Karas of the U.S. District Court for the Southern District of New York. Mr. Shenkman is a graduate of Columbia Law School and received his A.B. in History from Harvard University.
David C. Tseng, Director, was staff director and senior policy advisor for the White House National Economic Council under President William J. Clinton. He presently serves as general counsel for the Office of the Chief Financial Officer of the District of Columbia; he also previously served as the chief assistant treasurer for the City and County of San Francisco. Mr. Tseng is a graduate of the UCLA School of Law and received his A.B. in English Literature from Columbia University.
